Capital Improvement Plan Committee (CIP)
 
The Capital Improvements Plan (CIP) is a program authorized by State law to link local
infrastructure investments with master plan goals, land use ordinances, and economic
development. By bridging that gap the fiscal realities of improving and expanding
community facilities are realized.

The purpose of an appointed capital improvements plan committee is to prepare and amend a
recommended program of municipal capital improvements/replacements projected over a period of at
least six years. The CIP is designed to be updated and adopted annually, to provide
timely tool to the Board of Selectmen and Budget Committee in long-range planning of
municipal expenditures. Without annual updates the CIP quickly becomes obsolete.
 
While the CIP is advisory and the funding authority lies with the Selectmen, Budget Committee, and Town Meeting, the Committee aims to provide adequate and realistic funding recommendations through their thorough research and work.
